Demand Notices - Personal Property and Mobile Homes

Each year after the May 10th tax payment deadline, personal properties and mobile homes that are delinquent from the prior year will be subject to a $8 demand fee. If not paid within 30 days from the date of the demand notice, the demand will become a certified judgment to the Sullivan County Clerk of the Courts. After the demand fee is attached to the property, the payment is turned over to American Financial Credit Services and an additional percentage collection fee is added. After certification payments must be made to American Financial Credit Services, 10333 N Meridian St., Suite 270, Indianapolis, IN 46290 Phone 1-888-317-2327. Daily interest will be applied.

Scheduling Visitation at the Sullivan County Correctional Facility

Both Onsite Visitation and Remote Visitation are now scheduled by the visitor.

 Necessary Items:  A computer or internet enabled mobile device with speaker, camera, and high-speed internet.

Adding Money to Commissary Account

  1. Family and friends can visit the jail lobby and add funds via the kiosk. Funds can be added with cash or credit card. Transaction fees apply.

Mobile Home Assessment by County Assessor

In the State of Indiana mobile homes located in mobile home parks or on land not owned by the mobile home owner are assessed as of January 1st each year. Mobile home taxes are paid in the current year so a January 1st assessment means you will receive a tax bill that will be due May 10 and November 10 of the current year.

Mobile Home Title Transfer

Permits are required for all transfers and moving of mobile homes. 
If the mobile home is no longer owned by the person listed on the assessment notice, the owner must bring the mobile home title to the County Treasurer's Office and apply for a Mobile Home Title Transfer Permit. All property tax must be paid to obtain the permit including property taxes assessed to previous owners. It is vital that mobile home transfers be obtained to prevent the titled owner from being saddled with future taxes after ownership has transferred. Advising the County Assessor of the transfer will not transfer the assessment records to the new owner. The only way to accomplish this is to apply for a Title Transfer Permit through the County Treasurer's Office.

Mobile Home Title Transfer

Upon receipt of the Mobile Home Title Transfer from the County Treasurer's Office it must be taken along with the title to the Bureau of Motor Vehicles for the transfer of the title.

Lost Title

If the title is lost for the mobile home, you will need to contact the law enforcement division serving your residence to request a VIN check. The officer will complete a form indicating the VIN number on the mobile home so the Bureau of Motor Vehicles can track the mobile home ownership in their records. You will need a Mobile Home Permit showing the taxes have been paid on the mobile home. With the location of the mobile home, the Treasurer's Office will be able to identify the last owner assessed for the mobile home. All property tax must be paid to obtain the permit including property taxes assessed to previous owners. You would need to apply for a duplicate or replacement title at the Bureau of Motor Vehicles.

Failure to Pay Mobile Home Tax Demand Notices/Judgements/Payments to AFCS

Mobile home tax not paid within one year of being billed will receive a DEMAND NOTICE. Failure to pay the demand will result in the taxes being certified to the Clerk of the Courts as a judgment.  The tax amount certified continues to have additional penalties added on a daily basis. Payment for judgments may be made by phone through AFCS at 1-888-317-2327 or may be mailed to AFCS, 10333 N Meridian St, Suite 270, Indianapolis, IN 46290.

Mobile Home Exemptions

Mobile home owners may apply for a homestead credit if the mobile home is a full time, permanent residence as evidenced by where the taxpayer files his Indiana income tax, where the taxpayer votes and where the taxpayer registers their vehicles. Mobile home owners may apply for a mortgage exemption also if the mortgage is recorded in the County Recorder's Office. The maximum deduction for a mobile home is one half of the assessed value. Exemptions are filed in the County Auditor's Office. You may contact the County Auditor's Office at 1-812-268-4491. 

Who is eligible to serve as a CASA?

  • No special skills required
  • Sincere care for the well-being of children
  • Be at least 21 years of age
  • Pass criminal background checks with no felony convictions
  • Good verbal and written communication skills
  • Ability to be objective and non-judgmental
  • Available to attend all court hearings or at a minimum submit a written report to the judge
  • Commitment to CASA program for at least one year or preferably until a case has been resolved
  • Maintain confidentiality
  • Complete the required initial training and annual in-service training
  • Be committed to the child they are appointed to serve

What is involved in becoming a CASA?

As a CASA volunteer, you will ultimately help to change a child’s life for a brighter future. You can help to end the cycle of abuse and neglect.

Among many other benefits, you will have an opportunity to learn about the juvenile court system and become actively involved in your community.

  • Complete an application, including 3 personal/professional references
  • Undergo national criminal background checks
  • Be interviewed by a CASA staff person
  • Complete 30 hours of training
  • Be sworn-in by the Judge

Responsibility of a CASA Volunteer

  • Visit the child face-to-face
  • Explain the role of a CASA volunteer
  • Keep the child informed of all aspects of the court proceedings
  • Gather independent information about the child to make recommendations to the judge in the child’s best interests
  • Seek cooperative solutions with other participants in the child’s case
  • Interview the parents, guardians or caretakers, social worker & other service providers
  • Review records related to the family
  • Attend and participate in court hearings or at a minimum prepare written reports for the judge and other related meetings if unable to attend.
  • Identify potential resources within the family and community to meet the child’s needs
  • Keep all records & information confidential
  • Monitor provisions of service plans and court orders
  • Ensure the child’s wishes are known to the judge
  • Consult with local CASA program staff for support and guidance
  • Maintain focus on the child until permanency is achieved

Pay in Person at Courthouse

Payments may be paid at the Treasurer's Office by cash, check, money order or by debit/credit card. Checks must be made payable to the "Sullivan County Treasurer." Two party checks are not accepted. NSF checks will be charged a $20 fee and will be turned over to the Sullivan County Prosecutor in 90 days if not paid in full. Credit/debit payments will be charged a 3% convenience fee.

Pay by Mail

Payments mailed are considered timely based on the POSTMARK. If you are mailing on the due date, please have the post office hand cancel your envelope to insure the postmark is the correct date. Please include a phone number on your check.

Spring Payments

When making your spring payment generally due May 10th please include the Spring Copy. If you want a receipt returned, please include a self addressed stamped envelope so your receipt can be returned.

Paying Spring and Fall in the Spring

If you want to pay your taxes for the year in the spring, please include both the Spring copy and Fall copy. If you want a receipt returned, please include a self addressed stamped envelope so your receipt can be returned.

Fall Payments

When making your fall payment due November 10th please include the Fall Copy. If you want a receipt returned, please include a self addressed stamped envelope so your receipt can be returned.

Issuing Checks from your Bank Bill Pay Account

Please be sure to allow enough time for your bank to prepare the check and have it postmarked by the due date.  Please be sure to list your Tax ID# on your check for reference.  

Pay at Participating Banks

As a service to taxpayers, local participating banks accept tax payments in advance of the property tax due date. You must have the original tax bill and have no delinquencies.

Pay Online

You may pay your taxes by credit/debit card/ACH check online at lowtaxinfo.com/sullivancounty by going to "Pay online now". There is a 3% or minimum convenience fee for this service that is retained by Paygov. You will need to have information on the parcel you are paying. You may pay real, personal and mobile home tax online.

Pay by Mobile Phone

Go to the app store or Google play and search for "Paygov Mobile". Select make payment and enter the PLC (payment location code) #3119 for the agency you're trying to pay. Once you have your PLC entered, select Go and proceed through the next stages to complete your payment. You will be able to enter all information for the bill you're trying to pay. Pay by Phone

You may pay your taxes by Credit/Debit Card/ACH Check online at Paygov by phoning 1-866-480-8552. There is a 3.95% or minimum convenience fee for this service that is retained by Paygov. You will need to have information on the parcel you are paying. You may pay real, personal and mobile home tax online.

Bidders must register to be eligible to bid. 

Successful bidders may not enter the property during the one year redemption period. The property owner has one year to redeem the property. The redemption amount would be the total amount of taxes due and paid by the tax sale bidder plus 10%. An additional 5% per annum is added based on the amount that was bid above the actual property tax that was due. The 5% per annum adds daily to the redemption cost for the property. After 30 days the successful bidders may file costs for attorney fees not to exceed $500 and title search fees not to exceed $300. Successful bidders must do legal notices required by law in order to take title to the property should the owner not redeem the property. Questions on taxes due for properties to be included in the tax sale should be directed to the County Treasurer's Office at 1-812-268-6410. Questions on tax sale redemption should be directed to the Sullivan County Auditor's Office at 1-812-268-4491.
