Sullivan County Courthouse

The Assessor serves a county or local government by determining the value of all taxable property in the jurisdiction.  

Taxable property typically includes land and buildings, referred to as real property, and the fixed assets owned by businesses, referred to as personal property. The property values determined by the Assessor are used to assess the property taxes owed by individual taxpayers. Accurate property value assessments help ensure fairness in the property tax system. The Assessor maintains records on the physical characteristics for all the real property in a jurisdiction, including building size, land area, location, and building type. In order to adjust property valuations, the Assessor tracks real estate market conditions and sales data.

The property record cards show the assessed value of each property based on Market Value in use. The State of Indiana sets the rules and regulations that all Indiana counties must follow in determining the estimates of market values in use for each property. That value in use then becomes the assessed value.

Pursuant to I.C. 6-1.1-4-4, the State of Indiana now requires that an annual visit of 25% of the county’s parcels be revisited by our field representative. This means that 100% of our county’s parcels will be re-evaluated every 4 years.

Level II Assessor Appraiser                                                                

The County Auditor is responsible for calculating the property tax rate and assisting taxpayers with deductions and exemptions.  The County Auditor also administers the county tax sale and property transfers. 
 
Other responsibilities include coordinating TIF and tax abatements for businesses and personal property owners and overseeing the county payroll, budget and finances.  The County Auditor is also responsible for the recording secretary for the County Commissioners and County Council. 
Sales Disclosure Fee is $20.00.  Deed Fees are $10.00 PER PARCEL.

The main goal of the Sullivan County Aviation Department is to make available fuel, oil and hangar storage for aircraft utilizing airport as a home base as well as for aircraft transiting the area.

What is CASA?

A Court Appointed Special Advocate (CASA) is a trained community volunteer who is appointed by a judge to advocate for the best interests of an abused or neglected child involved in juvenile court proceedings.

CASA volunteers are everyday citizens to assure that children under 18 years of age are placed in safe, permanent homes. No special skills are required.       A CASA volunteer protects a child’s right to be safe, to be treated with dignity and respect, and to learn and grow in the safe embrace of a loving family.

Sullivan County CASA needs volunteers. The number of children in need of a CASA continues to rise in our community, and we want to be sure that we have volunteers to meet the needs of the cases we have in Sullivan County.

CASA volunteers advocate for a timely permanency plan and make recommendations regarding the appropriate rehabilitative and protective services to the court.

Mission Statement

The mission of Sullivan County Community Corrections is to provide effective, local, community-based alternative to incarceration that promote public safety, hold offenders accountable, increase positive offender behavior by utilizing evidence based practices and improve their ability to live lawfully and productively in the community.

Sullivan County Community Corrections offers the following service

  • Home Detention with Electronic Monitoring
  • Community Transition Program 
  • Community Service/Restitution
  • R.I.S.E as an alternative to out of school suspension for county school grades 7-12

Responsibilities 


The Council has the ultimate decision-making power regarding fiscal affairs.

The council has authority to view or review fiscal matters, determine proper policy, and set priorities for the allocation and expenditure of county funds. The General Assembly determines the powers of the county council in this area.

Typically these powers include
  • Approving and fixing annual operating budgets of all county government offices and agencies. {IC 36-2-5-7}
  • Establishing salaries, wages, per diems, and other compensation for all county officials and employees. {IC 36-2-5-3}
  • Fixing tax rates and establishing levies on all county property for the purpose of raising funds to meet budget requirements in conducting county business [IC 36-2-5-11}, as well as authorizing the borrowing of money in the form of bonds and notes. {IC 36-2-6-18}
  • Appropriating public funds, i.e., authorizing the expenditure of county money by particular officials or departments for specific purposes. {IC 36-2-5-11 and IC 36-2-5-12}
  • Authorizing certain purchases or sales of county owned land. {IC 36-1-11-3}
  • Performing non-binding review of civil units’ budgets within the county and comparing growth rates of civil units with non-farm income growth. Review becomes binding on non-elected units when those units exceed statewide growth average. {6-1.1-17-20.5} Under IC 36-2-3-6, the county council may employ legal and administrative personnel necessary to perform its duties. Duties of the County Coroner

  1. IDENTIFICATION of the deceased 
  2. Determination of the CAUSE of death
  3. Determination of the MANNER of death
IDENTIFICATION

Identification may be as easy as having a family member at the scene when you get there or as difficult as having only a few bones to work with and having to utilize one of the many experts available to your coroner.

CAUSE

The cause of death is the final factor or event that happened to the deceased. If this had not happened, the individual would still be alive. This may be a cascade of factors or events, one following the other and this will be reflected on the death certificate that your coroner files with the county health department

Examples
  • asphyxia (inability to breathe), due to
  • chest compression, due to
  • settling of automobile, due to
  • failure of jacking apparatus

This group of factors is referred to as the mechanism, which lead to the asphyxia, which is the cause of death.

MANNER

The manner of death is a descriptive grouping. It is, however, a firmly set, universally accepted acknowledgement of how people die. These possibilities are:

  • Homicide
  • Suicide
  • Accident 
  • Natural
  • Undetermined

TIMING

Be advised that the time it takes the Coroner’s Office to release a death certificate could be up to 4- 6 weeks. This is due to awaiting results from toxicology laboratories in Indianapolis, IN. If there has been no autopsy done, a death certificate should be available within 7-10 business days.

Responsibilities  


In most Indiana counties, the county commissioners may adopt ordinances regulating behavior. Specifically, they have authority to pass ordinances in the following broad areas:

  • To provide for traffic control. {IC 8-17-1-40}
  • To establish minimum housing standards. {IC 36-7-8-4}
  • To grant vacation pay, sick leave, paid holidays and other similar benefits to county employees. {IC 5-10-6-1}19
  • To administer elections in conjunction with the county election board. {IC 3-5 and IC 3-6}
  • To incorporate new towns and alter township boundary lines, on petition. {IC 36-6- 1} In most cases the county may exercise its regulatory powers only in the unincorporated areas of the county. As a general rule, although there are some exceptions, the county does not have jurisdiction to regulate behavior in the incorporated cities and towns of the county. An exception would be the adoption of ordinances restricting smoking as several counties have adopted county-wide smoking ordinances.

In support of Sullivan County and its municipalities, the Sullivan County Health Department strives to promote the health, safety, and well-being of all residents.

In collaboration with the Indiana State Department of Health and community organizations, we work to provide professional, responsive, and cost-effective services to the community.

The Office of the Sullivan County Prosecutor represents the State of Indiana in all Sullivan County criminal cases. These range from adult criminal misdemeanors and felonies up to murder. We also handle juvenile matters and traffic infractions. Our Child Support Division has a caseload of more than fifteen hundred files and on average collects more than 2 million dollars per year in child support payments for custodial parents.

The Sullivan County Redevelopment Commission (SCRC) consists of a five member voting board, a non-voting school board member, non-voting advisory board members and a director.

The SCRC was established to attract new business to Sullivan County, retain and expand existing businesses and improve infrastructure. The SCRC has experience with Tax Increment Financing (TIF) and Tax Abatement with the governing boards in the County.
